City Council meeting, 6pm 

Commendation to John Stokes, who will be resigning on May 2nd. Vishal Bhargava was selected to fill the vacancy at the last City Council meeting. 

Update on the Neighborhood Enhancement Program, which is seeking project requests in Northwest Bellevue (through April 30th) and Bridle Trails (kickoff open house June 11th). Previously identified projects which are expected to be completed in 2025 include 1. Bellevue Way Landscape Enhancement (Northwest Bellevue) 2. NE 8th St Pedestrian Enhancements Over Interstate 405 (Downtown) 3. West Bellevue Gateway and Streetscape Improvements (West Bellevue) 4. Street and Stair Lighting to South Bellevue Light Rail Station (West Bellevue) 5. Chism Beach Park Invasive Vegetation Removal and Native Planting (West Bellevue) 6. 148th Ave NE beautification (Crossroads) 7. Winfield Open Space Trailhead Landscape Improvements (Cougar Mountain/Lakemont) 8. Sunset Ravine Trail Enhancements (Eastgate/Factoria) 9. SE 34th Streetlights (West Lake Sammamish)

Sandra Martinez Osorio is recommended for appointment to the Arts Commission 

Consent calendar

  • Water main replacement bid for the Crossroads Condos, about a block east of 156th Ave NE 
  • Significant work is needed on a sewer line in the Enatai area, and condemnation may be necessary to obtain 6000 sqft of construction easements. 
  • Change in terms for payments to Issaquah for misdemeanor jail space. 
  • Professional services contracts for structural design review of 240′ or greater buildings in order to be able to accommodate an upswing in development activity (Degenkolb Engineers, Maffei Structural Engineers, Nabih Youssef and Associates, and Simpson, Gumpertz, and Heger) 

Ashwood Park Master Plan Update 

Surveys showed significant support for Alternative F: Overall rectilinear arrangement, with picnic shelters and a restroom, off leash area and children’s play area on the north side of the park, and about 19 parking spots in a lot that is accessed from NE 12th. There will be terraced seating in a semicircle on the south side of the park and some tables and chairs on the plaza along NE 10th.

Great Neighborhoods planning for Subarea Updates in Crossroads and Newport. Report on outreach – the Phase 2 engagement report will be ready soon.  Wednesday, April 23rd

Planning Commission meeting, 6:30pm 

Study Session on the Critical Areas Ordinance LUCA (previously scheduled and delayed due to windstorm) 

We are doing a periodic update to incorporate the Best Available Science (BAS) and look for gaps in our existing legislation. 

Middle Housing implementation (public hearing was held on April 9th) recommendation will be voted on by the Planning Commission at this meeting. The proposal is currently on track to allow eight units in all of Bellevue (where the state legislation mostly required only four units per parcel), and there’s a provision for as many cottages as will fit. There has been a change to the description of walking distance that I think is a significant improvement. Transportation Facilities Plan Update 

Plans will depend on revenue forecasts, but it is expected that there will be limited funding for non-CIP projects, but prioritization will still be done 

Public Hearing on the Transportation Improvement Plan (TIP). Commission recommendations on this six-year plan will be forwarded to Council. 

Mobillity Implementation Plan update 

Table to define the Bicycle Level of Traffic Stress and less prescriptive approach to intersection design.

Request an NEP project for Northwest Bellevue by filling out the Online Project Idea Request Form that can be found on the NEP website at: www.bellevuewa.gov/nep

There is no limit on the number of project requests that you can submit, but they all must be received by Wednesday, April 30, 2025. The city emailed out contact information for people working in Parks (Trails, O&M, Planning) and Transportation (Traffic Engineering and Traffic Calming), which I can forward to you if you’d like to talk to someone before you submit a project.
