{"id":1949,"date":"2026-07-03T00:22:56","date_gmt":"2026-07-03T00:22:56","guid":{"rendered":"https:\/\/newbellevue.com\/?p=1949"},"modified":"2026-07-08T18:56:44","modified_gmt":"2026-07-08T18:56:44","slug":"one-more-thing-for-esc","status":"publish","type":"post","link":"https:\/\/newbellevue.com\/?p=1949","title":{"rendered":"One more thing for ESC"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">[7\/8\/26 An update has been added]<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An Environmental Services Commission meeting will be tonight at 6:30pm at City Hall, and here&#8217;s one more thing I hope they talk about there. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another aspect of the new information about DFCCs is that there could be some pretty large buildings affected (I had thought that it was mostly outlying areas, but it was clarified that many DFCCs exist for Downtown and Wilburton too.)<\/p>\n\n\n\n<!--more-->\n\n\n\n<p class=\"wp-block-paragraph\">This changes my understanding of the financial picture, as we&#8217;re basically planning to forgive $45M in outstanding DFCCs that those buildings would be charged now.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If I were a commissioner, I&#8217;d ask what the scale of those charges is for the parcels which are most affected by the change &#8211; is it as high as $500k? I&#8217;d also ask how much we&#8217;ll be leaving on the table that would have been paid back into our community-wide capital investment kitty by projects that are already in planning or have been permitted. Presumably there would be developers lobbying for this change if they&#8217;re affected, or projects that staff believes are more likely to happen if the DFCC charges are removed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I still think the general idea of sunsetting DFCCs is not unreasonable, but I hope we are straightforward about the costs to our utility ratepayers.  I apologize for contributing to the impression that this is something that would only put costs other builders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">7\/8\/26: I was able to get some additional clarification about this question: <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unlike utility capital recovery charges, DFCCs are paid to the City at permit review, so any project currently under review for development has already paid their DFCC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because Bellevue is generally developed at this point, we only receive payment for a few DFCCs each year. Historically, the vast majority of DFCCs assessed on a project are less than $50,000. On very rare occasions, a very large project would have paid a DFCC in the $100,000-$400,000 range; however, this has occurred only a handful of times since the late 1970s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under this proposal, projects in pre-development prior to the change would not pay the DFCC. They would pay a higher capital recovery charge that accounts for the unrecovered share of historical DFCCs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I appreciate getting this additional information, and I&#8217;m not planning to pursue this issue further, but I&#8217;d also be happy to talk through this with anyone else who might have questions about it. <br><br><\/p>\n","protected":false},"excerpt":{"rendered":"<p>[7\/8\/26 An update has been added] An Environmental Services Commission meeting will be tonight at 6:30pm at City Hall, and here&#8217;s one more thing I hope they talk about there.
